In technology campaigns, the main character is the device, and this determines the requirements for the people in the frame: they must be precise, but not overly expressive. An overly expressive performer is just as distracting as one that's too bland.
Local casting for an international brand always follows someone else's requirements. The agency's job is to find people who meet the campaign's standards and are recognizable to local audiences.
